Since the 1990s, water management has expanded to include efficient use of water, fair sharing of the benefits, and environmental sustainability. This approach was quickly contrasted with structural or one-dimensional views on water resources development but later was used as a tool to improve integrated water resources management plan.

The approach in integrated water resources management or IWRM is currently receiving special attention in the form of integrated water resources management plan in this consultant. Consequently, they are being implemented at the level of comprehensive drainage basin plans and provincial master plans.

In integrated water resources plans , the layout of disciplines are in line with inter-disciplinary approaches and integrated management processes. And finally, the outputs of studies at the desired level and depth (scale of studies) will respond to water management decisions and to provide structural-managerial solutions to provide reliable and desirable needs. While advancing towards development-oriented goals, it also ensures the sustainability of environmental and man-made systems.
